Call for Papers/Proposals on COVID-19 and Central Banking in Asia and the Pacific

24-26 November 2021

While central banks have been at the forefront of COVID-19 crisis mitigation and recovery efforts, the transmission and effectiveness of their accommodative monetary policy responses and how precisely this approach complements fiscal policies are highly uncertain. Understanding how fiscal and monetary policies can be efficiently implemented and monitored amid the fight against the pandemic and its effects requires further research.

The Asian Development Bank Institute (ADBI) and the Asia-Pacific Applied Economics Association (APAEA) are seeking original research paper submissions, or detailed proposals, on COVID-19 and central banking in Asia and the Pacific. Selected papers will be featured during a related ADBI-APAEA conference on 24-26 November 2021, to be held either at ADBI in Tokyo or virtually.

All accepted papers will also be considered for publication as ADBI working papers and inclusion in a special issue of Emerging Markets Finance and Trade (EMFT), to be guest edited by ADBI Dean Tetsushi Sonobe, APAEA President Paresh Narayan, and EMFT Editor Susan Sharma.

Papers should focus on Asia and the Pacific in the face of the COVID-19 crisis. Topics of particular interest include, but are not limited to:

• Monetary policy transmission during the pandemic
• Monetary and fiscal policy coordination
• The role of unconventional monetary policy
• Monetary policy shocks and spillovers
• Macro-financial linkages and the financial system
• Asset market and capital flow volatility
• Liquidity risk and credit risk
• Monetary policy operational frameworks of central banks
• Exchange rate management during the pandemic
• Financial supervision and macroprudential policy effectiveness

Submission Procedure

Authors should submit full papers of around 8,000 words, or detailed proposals of around 1,000 words, using this Link by 31 May 2021. Proposals should include details on the research question; the contribution, methodology and scope; and the expected policy implications. Papers will be selected by the organizing committee of this project:
